The term RSVP comes from the French expression "repondez s'il vous plait", meaning "please respond". If RSVP is written on an invitation it means the invited guests must tell the wedding planner, wedding coordinator, or bridal couple whether or not they plan to attend the wedding. It does not mean to respond only if you are coming, and it does not mean only respond if you are not coming (the expression "Regretfully Declines" is reserved for this instance). It means the wedding planner, wedding coordinator, or bridal couple needs a definite head count for the wedding and needs it by the date specified on the invitation.
If you receive an invitation requesting an RSVP, please show courtesy of responding if you plan on attending or not. The bridal couple took the time to invite you. Please take the time to do the same in responding. No one want to be rude and not respond at all.
